We are seeking a strategic and hands-on Human Resources Manager to shape and scale all aspects of our Human Resources function. Position Overview

As our Human Resources Manager, you will serve as the People and Culture leader for our Vancouver office, with primary ownership of payroll oversight and responsibility for building practical HR systems, policies, and employee programs. Working closely with Executive Leadership, you will support organizational goals and strengthen people operations. In this role, you will champion a compliant, connected, and highly engaged workplace by balancing daily operations with long-term strategic people initiatives.

Key Responsibilities

  • Manage onsite HR operations and serve as a core advisor to Executive Leadership, developing scalable workforce planning, organizational design, and talent pipeline strategies.
  • Research, draft, and implement effective HR policies, programs, procedures, and an employee handbook to support compliance with BC employment legislation, human rights, and workplace safety standards.
  • Oversee payroll as a primary function, including payroll processing, benefits administration, compensation reviews, salary benchmarking, and continued improvement of scalable HR systems.
  • Facilitate the employee lifecycle, including talent acquisition, onboarding, conflict resolution, offboarding, and maintenance of employee records and leave administration.
  • Lead organizational development initiatives, including the creation of job descriptions, career pathways, succession planning, and workforce planning frameworks.
  • Champion employee engagement, recognition, and workplace culture initiatives while managing workplace investigations and disciplinary processes, ensuring organizational compliance with WorkSafeBC, human rights, and joint health and safety standards.

Key Requirements

  • 8+ years of progressive human resources experience, including at least 2-3 years in a senior-level HR role with increasing complexity, scope and responsibility.
  • Bachelor’s degree in Human Resources or a related field, and a CPHR designation or active progress toward one.
  • Experience in engineering, infrastructure, transportation, or project-based organizations is strongly preferred; familiarity with EGBC standards, professional practice expectations, or engineering regulatory environments is considered an asset.
  • Demonstrated ability to manage sensitive and confidential employee matters, including performance management, workplace investigations, disciplinary processes, and terminations.
  • Proven ability to research, develop, and implement HR policies, programs, procedures, and employee handbook content compliant with employment standards, human rights, and workplace safety legislation.
  • Excellent interpersonal and communication skills, with an ability to foster positive, collaborative relationships at all levels.
  • Highly organized, detail-oriented, and capable of working independently with a high degree of accountability and sound judgment.
  • Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook) and experience with payroll processing software.

Systems Project Manager

Key Responsibilities

  • Ensures compliance with the client's systems engineering and project management plans.
  • Manages a project's scope, schedule, and budget per the company policy.
  • Provides leadership and direction in complex railway upgrade projects and resolves issues involving the design of multiple stakeholders.
  • Ensures the technical deliverables are distributed to the correct resources by facilitating design review processes.
  • Provides a holistic picture of the status of all systems that comprise the project and ensures their developments are coordinated.
  • Leads and chair meetings and workshops with project stakeholders, clients, and third-party companies.
  • Manages a risk register and ensure critical issues are escalated throughout the business.
  • Maintains strong communication with the stakeholders, client, and project team.
  • Researches and develops business cases on areas that need improvement within a client organization.
  • Fosters strong communication channels with stakeholders, clients, and the project team to ensure alignment and address concerns proactively.

Key Requirements

  • University degree in Engineering.
  • Experience in managing projects in complex multi-threaded environments.
  • Minimum seven years of experience in railway projects.
  • Demonstrated ability to write technical content, RFP responses and proposals.
  • Strong understanding of international railway standards.
  • Professional Engineer (P.Eng) designation is required.
  • Project Management Professional (PMP) certification is required.

Systems Specialist

RTSE Solutions is seeking a co-op student to join our team for a work term in Vancouver,
British Columbia. This role is designed for an engineering student with a specific interest in
railway systems and who is eager to gain hands-on experience conducting systems and
mechanical engineering. Working alongside industry professionals, the successful
candidate will assist with deliverables such as technical reports, design documentation,
dashboards, meeting support, and project research, all while gaining exposure to the full
project lifecycle under the supervision of experienced team members.

Key Responsibilities

  • Support RTSE project teams with daily technical and project coordination activities.
  • Assist with the development of technical reports, system design descriptions, and other project documentation.
  • Carry out technical and industry research to support project planning, design, and decision-making.
  • Provide project support by assisting project teams with assigned tasks and deliverables.

Key Requirements

  • Currently enrolled in a university program at an accredited university or institution with a focus in Electrical or Mechanical Engineering, or a related field, and eligible for a Fall co-op term.
  • Interest in rail and transit systems (operations, service planning, capacity optimization, safety assurance).
  • Strong written and verbal communication skills, with the ability to present technical material clearly.
  • Familiarity with reading and understanding design documents, technical reports, and safety reports.
  • Comfort working in a collaborative project work environment and supporting multiple project activities.
  • Proficiency in Microsoft Office 365, experience with dashboards, data analysis, or programming is an asset.
  • Previous co-op or work experience in system design or rail industry is an asset.
